Last month, I spent two days in Washington, D.C., discussing the need for policies that level the playing field for our technology providers and the tens of thousands of workers they employ. As you might expect, the 2024 elections have reordered Washington, but doors remain open for the manufacturing community, and I am optimistic that actions to reshore and rebuild are possible.

American Made Advocacy: Success in Washington Requires Patience, Persistence, and Sustained Focus

This was a great year for the ongoing advocacy efforts for the PCB industry. Our numbers tell the story. PCBAA membership topped 65, we have more than 5,000 followers on social media, generated 450 social media posts, had more than 50 Capitol Hill meetings with members and staff, influenced PCB legislation, held our largest annual meeting to date, placed 12 opinion editorials in major publications across the country, and participated in four industry trade shows.

The beginning of the holiday season in Washington, D.C., this year also signals the changes that come with a new administration. Here are my projections about the effect on our industry. There will be a lot of noise in Washington when a new president occupies the White House and new members of Congress arrive on the scene. It is every member’s job to remind them all that “chips don’t float” and that there is more work to be done to create a secure and resilient supply chain for the microelectronics we depend on.

The COVID pandemic put a spotlight on the fragility of the global supply chain. Disruption has become the new normal. Companies now see that one political decision or other interruption in Asia could bring the electronics industry to its knees. With 90% of the world’s PCBs and almost all IC substrates made in Asia, the current state of the electronics supply chain continues to present significant risk to the U.S. market.

In the past 24 months, America has seen a flurry of industrial activity, with billions of dollars flowing into new factories, cutting-edge research, and the promise of high-paying jobs.

American Made Advocacy: Batting .333: Great in Baseball, Not in Microelectronics

Some in Washington, D.C. have the misperception that the CHIPS Act is all we need to address serious supply chain challenges. Using a baseball analogy, investing only in semiconductors would be batting .333, a pretty good average. But this isn’t baseball. We need to bat 1.000 through legislation and policies to invest 100% of the technology stack, including printed circuit boards (PCBs) and IC substrates.

Where have all the factories gone? A tour of America’s former bustling manufacturing communities is a stark reminder that, for the past three decades, we let the microelectronics manufacturing ecosystem disappear overseas, primarily to Asia. For decades, foreign competitors seeking to control critical markets played a long game. Government investment and subsidies were effective in undercutting U.S. and European companies. As other countries created this unfair competitive advantage in manufacturing, the know-how also migrated in their direction. This resulted in the serious workforce challenges the semiconductor and printed circuit board industries face today.

PCBAA hosted its second annual meeting, June 13–14, in Washington, D.C. It was great to see our founding members as well as many new corporate and individual members. On the first day, we heard from senior officials at the Departments of Commerce and Defense, as well as several members of the House and Senate. We spent the second day on Capitol Hill lobbying for the Protecting Circuit Boards and Substrates Act (PCBS). I am pleased to report that several members of the House of Representatives pledged to become cosponsors, and more are sure to follow.

For decades, market pressures and foreign subsidies drove manufacturing of everything from socks to semiconductors overseas. I-Connect007 welcomes new columnist Travis Kelly, president of Isola Group and now chairman of the newly formed Printed Circuit Board Association of America (PCBAA). This organization was formed to address to the U.S. Congress the critical supply chain issues facing the printed circuit board and semiconductor industries. It has three major objectives: To support domestic production of PCBs, enhance domestic supply chain security, and advocate for initiatives that create fair market conditions. Kelly is currently leading PCBAA, comprised of several domestic PCB fabricators with a vested interest in lobbying Congress on these important issues.
