The Semiconductor Industry Association (SIA) released the following statement from President and CEO Michael Robbins calling for congressional passage of the Bipartisan American Affordability and Jobs Act of 2026 (S. 5653), legislation that would reinforce U.S. competitiveness and boost domestic semiconductor production and innovation by streamlining federal permitting and environmental reviews.
The legislation was introduced by Senate Environment and Public Works Committee Chairman Shelley Moore Capito (R-WV) and Ranking Member Sheldon Whitehouse (D-RI), as well as Senate Energy and Natural Resources Committee Chairman Mike Lee (R-UT) and Ranking Member Martin Heinrich (D-NM).
“Permitting reform will help America build faster. That is why SIA is pleased to support the Bipartisan American Affordability and Jobs Act of 2026. The United States is engaged in a historic resurgence of domestic semiconductor manufacturing and innovation, with more than $800 billion in investment underway across the country, and this legislation will provide much-needed reforms to help our country compete and win in chip manufacturing. This bill will speed construction of the fabs, power plants, and transmission lines that power super intelligence and our economy, while maintaining strong environmental protections. We applaud Sens. Capito, Whitehouse, Lee, and Heinrich for their bipartisan leadership and urge Congress to act swiftly to pass this critical legislation.”
Last month, a bipartisan group of former economic and national security officials wrote to congressional leaders in support of the bill. SIA last year endorsed bipartisan permitting legislation passed by the House.
